According to Ecotec (2004), in its assessment of Leicestershire as a potential public sector relocation destination, it identified the area as representing a “locational equilibrium”. Compared to competitor locations, Ecotec concluded that Leicestershire offers an optimum balance between relative costs (office rental values, wage rates, etc.) and relative accessibility. Given the area’s close proximity to London and its central UK location, the competitiveness of Leicestershire’s cost base is even more compelling.
